On May 5, 2026, Brazil's Secretariat of Foreign Trade (SECEX) initiated, through Circular No. 36/2026, the second sunset review of the antidumping duties applied to Brazilian imports of presensitized aluminum plates for offset printing (NCM 3701.30.21 and 3701.30.31), originating from China, Chinese Taipei, the United States, and the European Union.
The antidumping duties were originally imposed in 2015 and extended for the first time in 2021. The current review will assess the likelihood of continuation of dumping in imports originating from China, the United States, and Chinese Taipei, as well as the likelihood of resumption of dumping in imports originating from the European Union should the duties expire, in addition to the likelihood of continuation of injury to the domestic industry.
Unlike the previous review, the United Kingdom is not within the scope of the current proceeding, as there are no producers of offset plates in that country. Accordingly, the antidumping duties applied to imports of that origin expired on May 6, 2026.
